Welcome!

Welland Council passed a motion to direct City Staff to add to the City's Municipal Heritage Register Non-Designated Cultural Heritage Properties as permitted by Section 27 of the Ontario Heritage Act in consultation with the Welland Heritage Advisory Committee.

As such, the City of Welland Heritage Advisory Committee has recommended for 123 properties of potential cultural heritage value or interest in Welland to be added to the City’s Municipal Heritage Register as Non-Designated Cultural Heritage Properties. The proposed list of properties can be viewed in the Important Documents Section of this project page. In the list, the Heritage Advisory Committee has provided some preliminary research to identify how the properties may represent Ontario Regulation 9/06 - Criteria for Determining Heritage Value or Interest (O.R. 9/06). This Regulation provides criteria for determining whether a property is of cultural value or interest.

Section 27 of the Ontario Heritage Act requires every municipality in Ontario to maintain a Municipal Heritage Register of all properties of cultural heritage value or interest. Section 27(3) of the Ontario Heritage Act, as amended, allows municipal councils to expand the Municipal Heritage Register to list properties that have not been designated, but that the municipal council believes to be of cultural heritage value or interest.

Listing a property on a Municipal Heritage Register, as per 27(3) of the Ontario Heritage Act, enables municipalities to require at least 60 days’ notice in writing of the owner’s intention to demolish or remove the building or structure or to permit the demolition or removal of the building or structure. This allows time for the municipality to decide whether to begin the designation process to give long term protection to the property.

Public Consultation

Prior to making any final recommendations to Welland City Council, City Staff in conjunction with the Welland Heritage Advisory Committee will be hosting a public open house to educate the affected property owners and the public on the process and implications of being on the Municipal Heritage Register.

The Public Open House has been scheduled for 7:00 P.M., Wednesday, October 12, 2022, 2022 at Welland Civic Square, Council Chambers, 60 East Main Street, Welland.

Participants will be able to provide feedback orally or in writing during the open house.
