2021 Cast Iron Watermain Replacement - Part 1

Subject to Council Approval, The City of Welland will be undertaking a Cast Iron Watermain upgrades program along Terrace Avenue, Rainbow Court, Carrol Street, Mayfair Drive, Windsor Street, Larraine Street and Marigold Street. The proposed upgrades will include watermain upgrades, sanitary sewer repair, road rehabilitation and new sidewalk installation.

Construction

• New watermain on Terrace Avenue (Windsor Street to Windsor Street), Rainbow Court (Terrace Avenue to North limit), Carrol Street (Terrace Avenue to Windsor Street), Mayfair Drive (Lincoln Street to Windsor Street), Windsor Street (129 Windsor Street to East limit), Larraine Street (Elmwood Avenue to East limit), and Marigold Street (Elmwood Avenue to East limit).
• New water services installed to property line.
• Sanitary sewer spot repair program in various locations throughout construction limits.
• Full road reconstruction of Terrace Avenue, Carrol Street, Mayfair Drive (Carrol Street to east limit), Windsor Street, Larraine Street and Marigold Street including urbanization of non-urban area's and new curb and gutters.
• Realignment of Terrace Avenue and Carrol Street intersection to conform with current standards.
• New asphalt resurfacing on Rainbow Court.
• Rehabilitation of existing sidewalks on Terrace Avenue (Windsor Street to Carrol Street) and Mayfair Drive (Lincoln Street to Windsor Street).
• New sidewalk extensions on Terrace Avenue (Carrol Street to Windsor Street), Carrol Street (Terrace to Windsor Street) and Windsor Street (129 Windsor Street to East limit).

Traffic Disruptions

• One-way traffic with Flag Persons through the construction zones when permissible.
• Open to two-way traffic at night and on weekends/holidays when permissible.

Impacts to Private Property

• Topsoil and sod to be reinstated where disturbed due to construction activities.
• Driveway closures will be required during concrete works and while curing. Advance notice to be provided to affected properties.
• Driveways that have been disturbed due to the construction will be reinstated to match existing material.

Next Steps

• This project is expected to tender late March 2022, and pending Council Approval, construction start is anticipated May 2022.
• Further notifications to be provided to affected properties prior to construction.
