Niagara Region&rsquo;s most recently completed 2016 Wastewater Master Servicing Plan (WWMSP) has identified Welland, Thorold and Pelham as an area of significant growth. Welland Wastewater Treatment Plant receives influent wastewater mainly from domestic sewage, hauled sewage and discharge from local industries originating from sections of the municipalities of Welland, Thorold and Pelham. To support existing and future flows associated with growth, and to promote system connectivity, additional trunk sewer capacity has been recommended along Quaker Road within the Town of Pelham and City of Welland. Niagara Region has undertaken a design assignment for detailed engineering design of a new 600mm sanitary trunk sewer on Quaker Road from Pelham Street (Town of Pelham) to Rice Road (City of Welland). In order to ensure that the Quaker Road corridor is optimized for current and future development, the City of Welland is working with the Region to upgrade local infrastructure at this time, including sanitary sewer upgrades, and replacement of local watermain and appurtenances along Quaker Road from Clare Avenue to Rice Road. Quaker Road Watermain Replacement and Regional Sewer Main Construction

Subject to Council Approval, The City of Welland will be undertaking Sewer Replacements along Fourth Street, Fifth Street, Sixth Street, Canal Bank Street, Patsy Avenue, and Rices Lane. The proposed upgrades will include sanitary and storm sewer replacements, road reconstruction and sidewalk installation.Construction<ul type="disc"><li>New sanitary sewer and new storm sewer on Fourth Street, Fifth Street, Sixth Street, Canal Bank Street, and Patsy Avenue.</li><li>New sanitary laterals installed to property line.</li><li>Full road reconstruction of Fourth Street, Fifth Street, Sixth Street, Canal Bank Street and Patsy Avenue, including new curb and gutters. Road reconstruction on Rices Lane.</li><li>New sidewalks on Fourth Street, Fifth Street, Sixth Street, Canal Bank Street, and Patsy Avenue.</li></ul>Traffic Disruptions<ul type="disc"><li>One-way traffic with Flag Persons through the construction zones when permissible.</li><li>Open to two-way traffic at night and on weekends/holidays when permissible.</li></ul>Impacts to Private Property<ul type="disc"><li>Topsoil and sod to be reinstated where disturbed due to construction activities.</li><li>Driveway closures will be required during concrete works and while curing. Advance notice to be provided to affected properties.</li><li>Driveways that have been disturbed due to the construction will be reinstated to match existing material.</li></ul>

Fourth, Fifth, and Sixth Street Sewer Replacements

While deliberating the budgets, the Budget Review Committee will focus on Economic Growth, Environmental Stewardship, Health and Safety, and Livability.Council provided staff directions for preparing the 2024 budget, which included, but were not limited to such tasks as maintaining 2023 service levels while targeting a minimal impact on the tax rate after assessment growth and preparing a 2024 Capital Budget and 9 year forecast.What is a Municipal Budget?The City of Welland produces a responsible and business-ready city budget every year. It is one of the city&#39;s most important documents because it guides staff on allocating your tax dollars.The overall budget is comprised of an Operating Budget, a Capital Budget, and a Water/Wastewater Budget.CAPITAL BUDGETIn order to progress and grow, the City of Welland needs to provide existing services while planning for population growth, urban revitalization, and economic influxes.Essentially, the City&#39;s Capital Budget must plan for the following year while preparing for long-term investments. City infrastructure projects are funded through the Capital Budget. A large part of that funding is directed toward maintaining and rehabilitating existing infrastructure. The City&#39;s Capital Budget also prepares spending parameters for new projects. The Capital Budget pays for new facilities, playgrounds, and infrastructure to support our growing city.TAX SUPPORTED BUDGETCity programs and services are funded through the Operating Budget, which is designed to ensure the consistent delivery of a broad range of essential services. City of Welland tax dollars supports service delivery of Fire &amp; Emergency Services, Public Works, Parks and Forestry, Recreation &amp; Culture, and more.WATER/WASTEWATER BUDGETThe City&#39;s Water/Wastewater Budget determines water rates for home and business owners within Welland boundaries. It also determines which water/wastewater projects will be initiated or completed within the budget year. The Water/Wastewater Budget ensures that residents and stakeholders continue to receive safe drinking water.
